Department shall implement a web-based online application process for Canada goose depredation kill permits and publicize availability in agricultural publications and trade journals.

Establishes an early Canada goose season that residents and nonresidents may hunt during periods set by the governor's proclamation without requiring other waterfowl licenses.

Sets license fees at $50 for nonresident early Canada goose season licenses and $5 for resident early Canada goose season licenses.

Nonresidents hunting in Richland, Sargent, Benson, Ramsey, or Towner Counties during early September Canada goose season are exempt from fourteen-day and seven-day hunting period restrictions.

Declared an emergency measure effective upon passage.
