Prohibits governmental units from including terms in construction contracts that require or prohibit bidders, contractors, or subcontractors from entering agreements with labor organizations, or that discriminate based on labor organization status.

Prohibits governmental units from awarding grants, tax abatements, or tax credits conditioned on labor organization agreement requirements in construction contracts, while allowing voluntary labor agreements without penalty.

Allows governmental unit heads to exempt specific projects from these requirements only after public notice and hearing if special circumstances threaten public health or safety, excluding exemptions based on labor disputes.

Applies only to construction contracts executed on or after the effective date of the Act and does not interfere with activities protected under the National Labor Relations Act.

Passed the House with a vote of 72-19-3 and the Senate with a vote of 32-13-2, declared an emergency measure.
