Amends North Dakota Century Code section 15-10-19.1 to expand resident tuition eligibility for spouses and dependents of veterans who are eligible to transfer entitlement under the Post 9-11 Veterans Educational Assistance Act of 2008.

Adds spouses and dependents of veterans as qualifying categories for resident tuition status, provided the veteran is eligible to transfer educational assistance benefits under federal law.

Restructures and clarifies the definition of "resident student" by replacing references to "person" with "individual" throughout the statute for consistency.

Maintains existing resident tuition eligibility for active duty military members, National Guard members, armed forces reserve component members, university system employees, and their families.

Passed with overwhelming bipartisan support: House vote 83-0 with 11 absent, Senate vote 45-0 with 2 absent.
