Amends North Dakota Century Code section 23-01-38 to revise the effective date for electronic drug prior authorization requirements from August 1, 2013 to August 1, 2015.

Requires drug prior authorization requests to be accessible through health care providers' electronic prescribing software and accepted electronically through secure transmission by payers, insurance companies, or pharmacy benefit managers.

Prohibits electronic transmission devices from using advertising, commercial messaging, or pop-up advertisements to influence prescribing decisions at the point of care, and requires any electronic communications to comply with FDA requirements and be supported by scientific evidence.

Allows electronic prescribing software to display payer formulary information provided the software does not restrict or hinder practitioners or patients from selecting particular pharmacies or pharmaceuticals.

Exempts workforce safety and insurance from these electronic prior authorization requirements.
