County auditors must enter new voters into the central voter file within 45 days after an election and query the file within 85 days to detect individuals who voted more than once, immediately notifying the county auditor and state's attorney for investigation.

Poll clerks must request identification including residential address and date of birth before delivering ballots; approved forms include state-issued ID, tribal government ID, or secretary of state-prescribed forms, with optional personal vouching by election board members if ID is unavailable.

District chairmen of each political party represented on the election board may appoint up to three poll checkers per polling place who may observe but cannot interfere with the election process and must be reported to county auditors one day before election day.

Eliminates the process for challenging voters' right to vote on election day (repeals section 16.1-05-06) and instead creates post-election verification procedures where county auditors must send notices to previously challenged voters and refer unverified cases to the state's attorney.

Repeals sections 16.1-05-06 and 58-04-09 of the North Dakota Century Code relating to challenging voter eligibility and provides penalties for violations.
