Establishes the North Dakota Outdoor Heritage Fund governed by the Industrial Commission with continuing appropriation authority for grants to state agencies, tribal governments, political subdivisions, and nonprofit organizations.

Dedicates fund monies to provide sportsmen access to lands, improve water quality and soil conditions, develop fish and wildlife habitat, and conserve natural areas for recreation through parks and recreation areas.

Prohibits fund use for litigation, lobbying, activities that interfere with energy operations, land acquisitions exceeding 20 years, or projects outside North Dakota.

Creates a 12-member outdoor heritage advisory board with representatives from agriculture, energy, conservation, business, and recreation communities, plus ex officio members from state agencies, to recommend grant approvals to the commission.

Amends oil and gas gross production tax law to credit four percent of tax revenues to the Outdoor Heritage Fund, capped at $15 million per fiscal year and $30 million per biennium.
