Amends North Dakota Century Code section 62.1-02-05 to allow individuals with a valid Class 1 concealed weapons license to carry firearms in church buildings or places of worship with approval from a primary religious leader or governing body.

Requires that if a church or place of worship authorizes concealed carry, local law enforcement must be informed of the name of the authorized individual.

Adds exemptions to the prohibition on firearms at public gatherings, including state or federal parks and certain judicial and legal professionals who maintain firearms proficiency standards.

Allows municipal court judges, district court judges, staff members of the attorney general's office, and retired North Dakota law enforcement officers to carry firearms at public gatherings if they maintain the same proficiency level required by the peace officer standards and training board.

Permits political subdivisions to enact ordinances that are less restrictive than state law regarding firearm possession at public gatherings within their jurisdiction.
