Amends voting place designation authority so that precincts including territory within incorporated city boundaries must have voting places designated and altered by the city's governing body rather than county commissioners.

Requires each incorporated city with a population over 1,000 to maintain at least one voting place within the city open on statewide election days.

Requires each legislative district to have at least one voting place within the district open on statewide election days, and in multi-county districts, at least one voting place in each county must be open.

Allows counties to operate vote centers containing all precincts where any qualified county elector may vote, with vote centers designated as the polling place for at least one precinct.

Makes voting or attempting to vote more than once in a single election a class A misdemeanor.
