HB 1291 Summary

• Extends eligibility for North Dakota career and technical education scholarships and North Dakota academic scholarships to students who complete home education programs supervised under chapter 15.1-23 during or after the 2012-13 school year, on equal terms with high school graduates.

• Home-educated students must meet the same coursework requirements as high school graduates, including four units of English language arts, three units of mathematics (including Algebra II), three units of science, three units of social studies, and physical education or health.

• Home-educated students must achieve a minimum cumulative 3.0 grade point average, earn at least a "C" in each course, and score at least 24 on the ACT or meet WorkKeys assessment requirements.

• Scholarship amounts remain $750 per semester or $500 per quarter for eligible students maintaining a 2.75 grade point average in college, with a maximum lifetime benefit of $6,000 and validity for six academic years after graduation.

• The Act is declared an emergency measure and passed with overwhelming support (House: 90-0, Senate: 45-0).
