• Creates and enacts North Dakota's participation in the Compact on Educational Opportunity for Military Children, an interstate compact designed to remove barriers to educational success for military children who face frequent moves and deployment.

• Establishes enrollment and placement protections including timely enrollment based on unofficial educational records, continuation at same grade level regardless of age, and waiver of course prerequisites for military children.

• Requires receiving schools to honor course placements from sending schools in honors, advanced placement, career/technical, gifted/talented, and English language learner programs without precluding subsequent evaluations.

• Exempts military children from certain age-based kindergarten and grade 1 enrollment requirements, high school diploma course requirements, and tuition charges when placed with noncustodial parents in different school districts.

• Establishes a state council, compact commissioner, and military family education liaison to coordinate state participation in the compact, with funding provided by the adjutant general from national guard operating expenses.
