• Amends Section 54-58-03 of the North Dakota Century Code regarding the governor's authority to negotiate and execute tribal-state gaming compacts with federally recognized Indian tribes.

• Permits Indian tribes to conduct gaming that is allowed in the state for any person or entity, including any games of chance permitted under tribal-state compacts in effect on August 1, 1997.

• Allows the Turtle Mountain Band of Chippewa to conduct gaming on Rolette County land held in federal trust as of the Indian Gaming Regulatory Act of 1988, as an exception to the August 1, 1997 effective date requirement.

• Maintains requirements for a 21-day notice period to legislative members before compact execution and requires the governor to conduct one public hearing before signing any proposed compact or amendment.
