Amends North Dakota Century Code section 15.1-13-20 to establish requirements for granting teaching licenses to applicants holding valid licenses from other states.

Requires out-of-state licensed teachers to hold at minimum a bachelor's degree with an approved major, complete a professional education sequence with supervised student teaching, pass a criminal history record check, and have no disqualifying criminal history.

Grants 2-year licenses to applicants not licensed in another state for at least 18 months; licenses issued on or after January 1, 2002 from states without state testing requirements must pass all required state licensure tests within 2 years.

Grants 5-year renewable licenses to all other out-of-state licensed applicants who meet reeducation requirements for license renewal.

Requires North Dakota licenses to include all endorsements issued or recognized by the applicant's other state of licensure.
