• Establishes a twenty-four seven sobriety program requiring twice-daily breath testing or electronic alcohol monitoring for DUI offenders, with participants able to obtain temporary restricted licenses after serving reduced suspension periods.

• Extends the DUI lookback period from five to seven years for determining repeat offenses and increases penalties for second and subsequent violations, including mandatory participation in the sobriety program.

• Creates criminal vehicular homicide and injury offenses (class A felony and class C felony respectively) with mandatory minimum prison sentences for DUI-related deaths and serious bodily injuries.

• Requires the Department of Human Services to facilitate an underage drinking prevention program (Parents LEAD) with $360,000 appropriated for the 2013-2015 biennium.

• Appropriates $1.2 million to the Attorney General for purchasing secure continuous remote alcohol monitors for sobriety program participants during 2013-2015.
