Changes employer-paid tuition and professional organization membership reporting to require submission of total costs paid rather than detailed information on individual recipients and public purpose justifications.

Maintains that expenditures for service awards, employer-paid tuition, and professional organization dues are deemed public purposes and cannot be construed as gifts under the North Dakota Constitution.

Declares the act to be an emergency measure.
