Amends North Dakota Century Code section 37-14-18 to restrict county veterans' service officers from serving as conservators for individuals receiving benefits or services from the Department of Veterans' Affairs or United States Department of Veterans' Affairs.

Allows exceptions to the conservator restriction when the individual is the spouse or immediate family member of the officer, or when the conservator is appointed by the county under chapter 11-21.

Retains existing requirements that county veterans' service officers be appointed by county commissioners with prior advice from the Commissioner of Veterans' Affairs and in accordance with veterans' preference standards.

Maintains the August 1, 2011 deadline for all county veterans' service officers to be accredited by the National Association of County Veterans' Service Officers.
