Amends North Dakota law to remove hunting period restrictions for nonresidents hunting early September Canada geese in Richland, Sargent, and Dickey Counties or in Benson, Ramsey, or Towner Counties (effective after July 31, 2013)

Establishes a new nonresident early September Canada goose hunting license with a fee of fifty dollars

Maintains existing requirement that nonresidents obtain a nonresident waterfowl hunting license to hunt waterfowl, except as provided in exemption sections

Preserves requirement that forty dollars from statewide nonresident waterfowl license fees be allocated to the private land open to sportsmen program

Limits nonresidents to purchase of only one nonresident waterfowl hunting license per year
