Creates a school influx fund administered by the energy infrastructure and impact office to provide grants to school districts impacted by student enrollment increases from oil and gas development, with a governing board appointed by the governor including legislative members and school superintendents.

Establishes a $3 million annual cap on countywide revenue allocations to school districts from oil and gas gross production tax collections, with excess amounts transferred to the state-administered school influx fund.

Modifies oil and gas gross production tax allocation formula to redirect revenues exceeding school district caps and certain county allocations to the school influx fund rather than county general funds.

Requires county commissioners to file annual reports with the state regarding revenues, expenditures, and allocations from county infrastructure funds to townships and school districts.

Sunsets the school influx fund provisions after June 30, 2015, making these changes effective only for taxable events occurring between July 1, 2013, and July 1, 2015.
