Expands harassment law to include "electronic communication" in addition to telephone and written communications, covering threats to injure persons, damage reputations, or harm property.

Adds "other electronic communication" to the prohibition on repeated calls, maintaining the requirement that such contact have no legitimate communication purpose.

Extends the harassment statute to false written communications transmitted electronically (email, facsimile, or similar means) that cause mental anguish.

Clarifies that harassment offenses committed via electronic communication may be prosecuted at either the location where the communication was sent or received.

Defines "electronic communication" as transfer of signs, signals, writing, images, sounds, data, or intelligence transmitted by wire, radio, electromagnetic, photo-electronic, or photo-optical systems.
