Creates statewide and nationwide criminal history record checks for concealed weapons license applicants, including inquiry of the National Instant Criminal Background Check System and immigration alien query if applicant is not a U.S. citizen.

Exempts spray or aerosol self-defense agents (CS/CN) and voltage-delivery devices from the definition of "dangerous weapon."

Prohibits political subdivisions from enacting firearm and ammunition ordinances more restrictive than state law; voids all existing such ordinances.

Modifies concealed weapons licensing to require Class 1 license (age 21+) and Class 2 license (age 18+), with Class 2 requiring only an open book test on Class 1 material.

Changes concealed weapons license processing timelines to 60 days for the bureau of criminal investigation and eliminates the requirement for sheriff and police chief written approval in favor of criminal history record checks.
