• Changes voter identification requirements to "require" rather than "request" voters show identification containing residential address and date of birth, with acceptable forms including driver's licenses, tribal IDs, or secretary of state-approved alternatives.

• Modifies central voter file procedures to query for double voting within 85 days following an election and requires the secretary of state to notify county auditors and state's attorneys of individuals who voted more than once.

• Eliminates the voter challenge process by repealing section 16.1-05-06 and removing language requiring election boards to challenge voters' eligibility to vote on election day.

• Requires absent voter applications to include applicant's birth date, motor vehicle operator's license or nondriver identification number, and allows tribal identification numbers or alternate forms of identification approved by the secretary of state.

• Amends nondriver photo identification card issuance to eliminate the $8 fee for eligible applicants, except for duplicate or replacement cards which retain the $8 fee.
