Amends subsections 4 and 5 of North Dakota Century Code section 39-12-05.3 to modify ten percent weight permit provisions for motor vehicles.

Expands subsection 4 permits to include movement of agricultural products from field to initial storage and from temporary initial storage to commercial storage sites, in addition to solid waste collection and transport.

Changes subsection 5 to replace specific reference to potatoes and sugar beets with broader term "agricultural products" for vehicles seeking ten percent weight permits from July 15 to December 1.

Maintains maximum gross weight limit of 105,500 pounds (47,854 kilograms) for all vehicles issued permits under both subsections.

Retains requirement that North Dakota Highway Patrol issue permits authorized by the director, with appropriate jurisdictional authorities establishing permit fees.
