Amends Section 24-01-01.2 of the North Dakota Century Code to increase the maximum state highway system mileage from 7,730 miles to 7,730.30 miles (12,391.95 to 12,440.20 kilometers).

Requires the director to give primary consideration to placing Ward county roads 9A, 14, and 11 into the state highway system as part of state highway 28.

Specifies that the Ward county roads must connect highway 28 from Berthold to state highway 28 at its junction with state highway 23.

Designates the incorporated roads as a paved two-lane highway within the state highway system.
