• Adds duty for sheriff to assist district court in enforcing compliance with decrees or orders regarding primary residential responsibility and parenting time.

• Adds duty for state's attorney to assist district court in all proceedings to enforce compliance with decrees or orders regarding primary residential responsibility and parenting time.

• Updates reference in section 11-16-06 from "subsections 2 through 6" to "subdivisions b through f of subsection 1" to reflect amended structure of state's attorney duties.

• Establishes presumption that each parent is fit to care for a child and requires courts to award parenting time and residential responsibility as equitably as reasonably possible, rebuttable only by clear and convincing evidence of serious harm to the child.

• Requires perpetrator of domestic violence to pay court costs, attorney's fees, evaluation fees, and expert witness fees unless such payment would create undue financial hardship.
