Expands location request validity period from 10 days to 21 days following the location request, and requires excavators to request relocation if no excavation occurs within 21 days.

Adds requirement that excavators must modify relocate requests to reflect only areas to be excavated during each 21-day period, with excavators responsible for reasonable relocation costs after the third locate request with no excavation.

Requires underground facility owners to make all new facilities locatable and establishes procedures for verifying whether facilities are abandoned or inactive.
