Permits local governing bodies to issue Sunday alcoholic beverage permits to qualified licensees and publicly owned or operated facilities, with fees determined by each governing body.

Allows permit holders to distribute alcoholic beverages and permit dancing between 10 a.m. on Sunday and 2 a.m. on Monday, with the general public permitted to participate.

Maintains class A misdemeanor penalties for violations, including dispensing outside permitted hours or providing false information on permit applications.

Prohibits counties from issuing Sunday permits to retail establishments located within city boundaries.
