Increases per diem meal reimbursement rates for state employees traveling within North Dakota: first quarter from $6 to $7; second quarter from $9.50 to $10; third quarter from $15.50 to $17.50.

Allows group meal expenses for higher education athletic teams and organized institution groups to be reimbursed at actual cost without requiring individual expense documentation or separate vouchers.

Permits meal reimbursement claims for meals included in conference or seminar registration fees even if the event is held in the employee's home city.

Lodging reimbursement outside the state is based on actual expenses; the director of the office of management and budget establishes lodging policy at 90 percent of the United States general services administration rate.

No receipt verification required for meals, only for lodging expenses; taxi or cab fares of $10 or less do not require receipts.
