Authorizes the director of the Game and Fish Department to increase hunting and fishing license fees by rule, subject to specified limitations.

Limits individual fee increases to a maximum of twenty percent per biennium.

Prohibits decreasing fees below amounts specified in statute, but allows decreasing fees that were previously increased by rule.

Establishes a cap of $27 million on the game and fish fund balance that cannot be exceeded through fee increases or decreases.
