Amends North Dakota Century Code section 65-01-02 to add coverage for mental injuries arising from mental stimulus, but only for first responders (law enforcement officers, firefighters, and emergency medical services personnel).

First responders must establish by a preponderance of evidence that the condition causing the mental injury was extraordinary and unusual compared to normal employment conditions and that medical causation exists between the mental injury and employment.

Excludes mental injuries resulting from events incidental to normal employer-employee relations, including personnel actions such as disciplinary action, work evaluation, transfer, promotion, demotion, salary review, or termination.

Requires medical evidence supported by objective medical findings for all compensable injuries, consistent with existing law requirements.

Applies to injuries occurring on or after the effective date of the Act.
