Amends the definition of "fringe benefits" in section 50-24.4-01 to explicitly include employee housing allowances and employee housing cost subsidies as allowable benefits for nursing home employees.

Adds a new payment mechanism in section 50-24.4-15 allowing nursing homes to recognize subsidized employee housing costs (including depreciation, related interest, and operating costs) as an allowable expense, capped at $750 per month per subsidized employee.

Creates a new section in chapter 50-24.5 requiring the Department of Human Services to include employee housing allowances or subsidized employee housing operating costs as an allowable expense when establishing payment rates for basic care facilities.
