Amends North Dakota Century Code Section 40-08-05 to update terminology for city council member eligibility requirements.

Changes references from "person" to "individual" throughout the qualifications section.

Requires council members to be qualified electors and residents within the ward for which they are elected, or in at-large election cities, qualified electors and residents within the city.

Maintains prohibition on individuals convicted of malfeasance, bribery, other corrupt practices, or crimes from serving as council members.

Passed with bipartisan support: House vote 89-1-4, Senate vote 33-13-1.
