Amends section 21-10-11 of the North Dakota Century Code to modify the legacy and budget stabilization fund advisory board composition and member compensation.

Establishes that public interest members must be appointed by the chairman of the legislative management and serve two-year terms, except for initial appointments to fill uncompleted terms.

Entitles public interest members to receive compensation, expense reimbursement, and mileage reimbursement at the same rates as legislative members.

Directs the legislative council to pay compensation and expense reimbursement for both legislative and public interest members and provide staff services to the board.

Requires the state retirement and investment office staff and consultants to advise the board on asset allocation and investment policies.
