Amends North Dakota Century Code section 16.1-01-12 to expand election offense penalties and clarify prohibited conduct by individuals and organizations.

Changes terminology from "person" to "individual or organization" throughout the statute and reorganizes unlawful election activities into lettered subdivisions (a through o).

Establishes penalty structure: violations of subdivisions a through l are class A misdemeanors; subdivision m (false canvass or false election returns) is a class C felony; subdivision n (destroying election materials) is a class C felony if occurring during or between election and final canvass, otherwise class A misdemeanor.

Creates new subdivision o making it unlawful to sign a name other than one's own to an election petition, with penalties of class A misdemeanor for signing one or two false names and class C felony for signing more than two false names.

Requires courts to notify the Secretary of State of organizational convictions and to revoke certificates of authority; prohibits convicted organizations from reapplying for authorization for one year (class A misdemeanor) or five years (class C felony).
