Imposes a fee of 20 cents per 100 gallons of fresh water dispensed to oil and gas industry users at water depots or water-dispensing points in North Dakota.

Requires operators of water depots and water-dispensing points to maintain water-metering devices in compliance with state water commission rules and to collect and remit fees to the state water commission.

Directs the state water commission to transmit collected fees to the state treasurer for deposit in the oil and gas impact grant fund.

Applies sales tax administration provisions from Chapter 57-39.2 to govern fee administration, including reporting, returns, penalties, and liens, with the state water commission exercising administrative authority.

Becomes effective July 1, 2013.
