Amends North Dakota Century Code section 47-05-02.1(2) to modify duration limits for waterfowl production area easements acquired by the federal government with state consent after July 1, 1985.

Reduces maximum duration for waterfowl production area easements from ninety-nine years to fifty years, with provision that easements exceeding fifty years or claiming perpetual status may be extended through negotiation between easement owner and servient tenement owner.

Establishes that waterfowl production area easements exceeding fifty years that purport to be permanent and are not extended by negotiation are void.

Maintains existing thirty-year maximum duration for wetlands reserve program easements acquired under the Food, Agriculture, Conservation, and Trade Act of 1990 after July 1, 1991.

Becomes effective June 30, 2017; passed House 85-8 and Senate 38-9.
