Redefines "affidavit" in North Dakota Century Code to include sworn written declarations before an authorized officer or unsworn written declarations made under penalty of perjury.

Allows unsworn written declarations to have the same legal force and effect as sworn affidavits when required or permitted by state law, provided they are subscribed as true under penalty of perjury.

Specifies two forms for unsworn declarations: one for declarations executed within North Dakota and one for declarations executed outside the state, both requiring date, place, and signature.

Makes deliberate falsification in any unsworn declaration under penalty of perjury constitute the offense of perjury under section 12.1-11-01 and punishable as false statements under section 12.1-11-02.

Exempts writings requiring acknowledgments, depositions, oaths of office, or oaths required before special officials other than notaries public from the unsworn declaration provisions.
