Requires gas and liquid transmission pipeline easements delivered to property owners include a cover page with a standardized warning message in at least 16-point type, informing owners they may hire legal counsel and consult with neighbors about negotiating changes.

Mandates easement documents include or be accompanied by information on eminent domain rights, landowner rights, and pipeline siting process details, with contact information for the regulatory commission.

Prohibits execution of easement agreements until at least 10 business days after initial delivery to the property owner and forbids confidentiality requirements except in the final executed agreement.

Establishes mandatory mediation process through North Dakota mediation service when requested by either landowners or pipeline applicants, requiring applicants to demonstrate good faith negotiation to the commission before exercising eminent domain.

Authorizes the attorney general to investigate and pursue legal action against applicants engaging in harassment, threats, intimidation, misrepresentation, deception, fraud, or unfair tactics in acquiring easements.
