Amends North Dakota Century Code section 36-22-07 or alternatively section 4.1-75-07 regarding publication and maintenance of estray lists by the North Dakota stockmen's association.

Requires the association to publish estray lists at least twice in December in official county newspapers and to post copies in courthouses and county auditor offices.

Mandates monthly posting of updated estray lists at livestock auction markets and buying stations for all estrays with sale proceeds received during the preceding 72 months.

Establishes a website maintenance requirement for the association to display updated estray lists covering the preceding 72 months.

Allows persons demonstrating ownership of an estray to the chief brand inspector within 72 months to recover the sale proceeds, with the association retaining any income earned on the amount.
