Creates a new state minimum wage requirement in North Dakota that all employers must pay to employees, subject to exceptions provided in chapter 34-06 and commissioner rules.

Mandates annual upward adjustments to the minimum wage based on inflation measured by the midwest region consumer price index for all urban consumers published by the U.S. Bureau of Labor Statistics.

Requires the commissioner to calculate the adjusted minimum wage rate no later than January 31st each year based on the twelve-month period ending in December of the previous year, rounding to the nearest five cents.

Makes the adjusted minimum wage rate effective March 1st immediately following the commissioner's annual calculation.
