Prohibits the sale, purchase, or possession of semiautomatic rifles manufactured after July 31, 2013, that accept detachable magazines and have at least two of the following features: folding or telescoping stock, conspicuous pistol grip, bayonet mount, flash suppressor or threaded barrel for flash suppressor, or grenade launcher.

Exempts law enforcement officers possessing such rifles in connection with their duties and members of the armed forces, national guard, organized reserves, state defense forces, or state guard organizations possessing issued rifles while on official duty.

Exempts any person who complies with the National Firearms Act (26 U.S.C. 5801-5872).

Establishes violation of the prohibition as a class B misdemeanor.
