Permits defendants to file counterclaims up to fifteen thousand dollars, with the compulsory counterclaim rule not applying to counterclaims exceeding fifteen thousand dollars.

Maintains existing venue rules for where small claims actions must be commenced based on defendant type and claim characteristics.
