HB 1418 Summary

• County auditors must enter new voters into the central voter file within 45 days of an election and query the file within 85 days to identify individuals who voted more than once, with notification to county auditors and state's attorneys for investigation.

• Voters without approved identification may vote if they provide their date of birth and a poll clerk or election board member personally vouches for their qualifications, or they may execute a voter's affidavit to have their ballot counted conditionally.

• Voter's affidavit must include name, address, birth date, phone number, previous voting address, prior last name, state ID numbers, voting qualifications, and a notice that approved identification must be provided to the polling place before polls close or to the election official before the canvassing board meets for the vote to be counted.

• District chairmen of each political party represented on the election board may appoint up to three poll checkers per polling place to observe elections without interfering with election board duties.

• Repeals the previous voter challenge procedures in section 16.1-05-06 and consolidates challenge and affidavit procedures into the amended section 16.1-05-07.
