Increases maximum group child care capacity from eighteen to thirty children in licensed facilities.

Establishes maximum group sizes by age: 10 children under 18 months, 15 for 18-36 months, 20 for 3-4 years, 25 for 4-5 years, 30 for 5-6 years, and 40 for 6-12 years.

Exempts onsite child care services located in employer buildings from licensing requirements if serving no more than 10 children per location.

Appropriates $1 million for child care provider incentive grants and $300,000 for early childhood services specialists for the 2013-15 biennium, with conditional $2.5 million appropriation for child care assistance program changes.

Allows facilities with sufficient indoor recreation space to forgo outdoor play space requirements and exempts child care operators licensed before January 1, 1999 from new maximum group size requirements.
