Authorizes North Dakota's legislative management to review any presidential executive order that has not been affirmed by Congress and signed into law as prescribed by the Constitution.

Empowers legislative management to recommend to the attorney general and governor that executive orders be reviewed for constitutionality.

Allows the state to seek an exemption from application of an executive order or pursue having it declared an unconstitutional exercise of legislative authority by the president.
