Amends North Dakota Century Code section 15.1-09-58 to change "prekindergarten program" to "early childhood education program" throughout the statute.

Allows school district boards to establish early childhood education programs subject to approval by the superintendent of public instruction in accordance with chapter 15.1-37.

Permits programs to receive and expend funding from four sources: local tax revenues (other than those for kindergarten and elementary/high school services), state moneys specifically appropriated for the program, federal funds specifically appropriated or approved for the program, and gifts, grants, and donations specifically given for the program.
