Creates the rough rider award film production fund as a special fund in the state treasury with continuing appropriation to the Department of Commerce Division of Tourism to finance film production about rough rider award winners, notable North Dakotans, or other individuals of interest.

Establishes a five-member advisory group consisting of the state historical society director, a Bank of North Dakota representative, the North Dakota humanities council chairman, one senator appointed by the senate majority leader, and one representative appointed by the house majority leader to advise on film selection.

Directs that any profits from films produced be distributed with first priority to the film production fund (up to $10 million balance), second priority to the tobacco prevention and control fund (up to $10 million total deposit), and remaining funds to the general fund.

Requires the office of management and budget to transfer $10,000,000 from the tobacco prevention and control fund to the rough rider award film production fund during the fiscal biennium beginning July 1, 2013, and ending June 30, 2015.

Allows funds in the special fund to be used for administration costs and provides that interest earned on fund moneys must be credited to the fund.
