Amends North Dakota Century Code section 12.1-30-02 to prohibit the sale or rental of specified items between midnight and noon on Sunday, including clothing, furniture, appliances, electronics, jewelry, motor vehicles, musical instruments, toys, and sporting goods.

Exempts hobby shows, craft shows, fairs, exhibits, occasional rummage sales including garage sales, and tourist attractions deriving at least fifty percent of annual gross sales from seasonal or tourist customers from Sunday closing restrictions.

Allows cities or counties to authorize Sunday morning sales of specific items before noon through ordinance or special authorization by their governing body.

Permits rental of aural or video recordings, records, or tapes on Sunday, and allows daily rental of vehicles by businesses whose sole activity is automobile rental.

Includes exceptions for work gloves, infant supplies, emergency plumbing and electrical repair parts, manually driven hand tools, and items sold to transient travelers under emergency conditions.
