Four state agencies (Department of Human Services, State Department of Health, Indian Affairs Commission, and Public Employees Retirement System) must collaborate to identify diabetes reduction goals and benchmarks while developing individual agency plans.

Agencies must submit a biennial report to legislative management by June 1 of each even-numbered year assessing diabetes's financial impact, the number of lives affected, and comparison to other chronic diseases.

Reports must document funding sources and amounts directed to diabetes programs, and describe coordination levels between agencies on diabetes prevention, management, and treatment messaging.

Agencies must develop detailed action plans identifying steps to reduce diabetes and prediabetes incidence, with expected outcomes and benchmarks for the following biennium.

Reports must include a detailed budget blueprint showing costs, resources, and budget ranges needed to implement proposed diabetes control and prevention plans.
