Expands the definition of lobbying to include drafting, promoting, or distributing model legislation with the purpose of influencing legislators through financial support for conference attendance or other means.

Maintains existing exemptions from lobbying registration for legislators, private citizens acting on their own behalf, state employees acting in official capacity, invited expert witnesses, and trade organization representatives presenting testimony.
