Directs legislative management to study issues related to calling a convention under Article V of the United States Constitution during the 2013-14 interim.

Requires the study to address concerns associated with a "runaway" convention and methods states have used to address those concerns.

Mandates examination of House Concurrent Resolution No. 3048 adopted by the sixty-second legislative assembly and similar actions taken by other states.

Requires the study to consider other actions taken by states to reassert constitutional authority of the states.

Directs legislative management to report findings, recommendations, and any required implementing legislation to the sixty-fourth legislative assembly.
