State agencies and political subdivisions must require institutions of higher education to provide electronic versions of research papers resulting from state-funded research contracts, if the paper is accepted for publication in a peer-reviewed journal.

Agencies must make electronic versions of research papers available to the public free of charge no later than six months from the date of publication.

Agencies must post an updated bibliography of all available research papers online with direct links to each paper.

The state library shall coordinate with agencies to ensure long-term preservation of and continued free public access to all research papers acquired under this requirement.
